My two referee are British citizens it’s ok ?
One is friend and second is neighbour
Both have British passport .

It's ok for both to be British. Is one of them from the list of acceptable referee? Read this from HO
The application must be supported by two referees. One referee should be a
professional who has engaged with the child in a professional capacity,
such as a teacher, health visitor, social worker or minister of religion.
The other referee must normally be the holder of a British citizen
passport and either a professional person or over the age of 25. Each
referee should know the child personally and should be:
• not related to the child
• not related to the other referee
• not acting as a solicitor or agent in connection with this
application
• not employed by the Home Office
We will not accept a referee who has been convicted of an imprisonable
offence during the last 10 years and the sentence has not become spent
under the Rehabilitation of Offenders
Act 1974.
If the child is living abroad and does not know a British citizen who is
qualified to act as a referee, a Commonwealth citizen or citizen of the
country in which he or she is residing may complete and sign the form,
provided he/she has a similar standing in that country, and the Consul
considers his or her signature to be acceptable.
Checks may be carried out to ensure that the referees do not have unspent
convictions and are qualified to act and that their signatures are
genuine. It is a criminal offence to provide false information knowingly
or recklessly, punishable with up to 3 months imprisonment or by a fine
not exceeding £5,000 or both, under section 46(1) of the British
Nationality Act 1981.

Note the list above is not an exhaustive list; therefore an individual’s
profession may not be listed as acceptable although they may fall under
the category of a person of any nationality who is of professional
standing or a member of a professional association. If the caseworker is
not satisfied with your referee they may request another.
The requirement to nominate suitably-qualified referees is not a statutory
one, and where it presents genuine difficulty for an applicant on account
of his or her lifestyle or other circumstances this should be explained in
the space provided for additional information on the application form.

satisfies the requirements set out in the guidance material that
