FAMILY PERMIT AFTER LEAVING UK

Hoping you can help. My husband and I completed the ss route in 2015. We lived in Ireland for 9 months and received the FP and returned to the UK. I am English, he's Turkish. We hadn't received the residence card and we're in no rush to apply for it as he had a job here with my family, self employed. Unfortunately he had to go back to turkey for a family emergency and now we are wondering can he return with the relevant paper work and the FP in his passport? If so please advise on what paper work. Hoping this will be straight forward after all we went through to get here! Thanks.
