Please help!!!! UK Family visa

My fiance wants to come into the UK on a normal holiday visa from the USA

He wants to apply for the family visa while he's here with me in the UK so we can marry if he gets accepted.

Is this possible to do or does he have to apply in the USA?

He can only submit a fiance visa application from outside of the UK.

Do you meet all the requirements for a fiance visa, including the minimum income level of £18,600 p.a (as the sponsor)?
