Can i bring my younger sister in to uk ?

Can i bring my yonger sister from non eu county? I live in permanent coucil house and have ful time job earning £21,000 . However we have same dad and he also living in uk but he is on benefit. So is it possible to get my sister my way without our dad support??

Pls pls help me!
