Permitted family member of Union Citizen

I am a UK citizen living and working in Ireland for the past 5 months now. Thus I can say that I have been exercising my EU free movement treaty rights. My questions are can I used this right to invite my dependent brother (financially) and his family (wife and 2 kids) to join me in Ireland? Or is it just my brother that is considered as permitted family member under EU free movement laws?

No chance in Ireland, try any other country, may be Netherlands etc
