can he apply for flr fp when he has a visit visa

i have a friend and she is british but a nursing mother and so works part time and not making up to £18,000 a year, she is british and her daughter is also british, the husband is outside the uk, he is not british but they are legally married, can he file for flr fp as the father of a british child when he comes to visit on his visit visa ?

No, he can't. It's not possible to switch to any other visa category while in the UK as a visitor. By the way, the minimum income level is £18,600 p.a., not £18,000

Thank you for your reply, I know the minimum threshold is £18,600 just stating she is not earning even £18,000 to show she does not meet this threshold
Can he apply from outside the UK for flr fp as the parent of a British child ?
