Does Disabled Students’ Allowances (DSAs) categorise as "Public fund"?
Will this affect my application when I apply for renewing Sole Rep Visa or ILR visa?

From the bit of research I have done, although it is a public fund, and DLA (disability living allowance) would be considered for the purposes of immigration, I don't see anything for DSA for immigration purposes, also, it seems that be paid on top of student finance and is paid for the costs incurred because of one's studying. Disability Living Allowance is one of them.
You will need to go the college or university and speak with the finance department and ask them if this is allowed under immigration rules, even though your leave to remain clearly shows the no public funds endorsement.
Again, it isnt mentioned in the public funds for the purpose of immigration guidance, so it may be OK.
