The requirement is to meet the A1 English test. There is no rule that says the test must be taken AFTER marriage.

Do I have to submit online application for spouse visa in behalf of my partner only or do I have to submit filled pdf form too? Do I or my spouse has to submit Appendix2 form?

No, it has to be paid online so that you get the reference number or paid as part of the online application process.

Mostly the UK settled sponsor applies online for its partner (applicant) and pay the application & IHS fee. Then send that form to its partner to print & sign it for taking it along with passport & payment receipt to enrol her biometrics at local British VFS centre. After enrolment that form the partner send to her/his uk sponsor along with English & urdu original nikkah nama, A1/B1 ielts certificate, TB certificate etc who then fill another form- appendix 2 and send the whole package by adding his financial, accomodation, subsisting relationship to Sheffield. Hope it clarify you.

If you were married previously and later divorced anywhere in world then your marriage certificate must show your marital status as divorced. And along with your present marriage certificate you will have to attach decree absolute (divorce certificate). Before sending your application again make sure that you were officially divorced when married with present partner.

Thank you for clarification.

I am living in one bedroom apartment. The property benefits from large hall area with storage cupboard, open plan Spam with bedroom size 11.23ft x 8.75ft and Lounge size 17.12ft x 12.89ft. My 11 years old daughter sometime stays over for a night . Will this be an issue? Do I still qualify the requirement for adequate accommodation?

Thank you

One bed room home usually sufficient for 3 persons. Regarding your daughter more likely you will have to declare in the form who either applying or not Doesn't matter.

Only occupants are relevant, not visitors. As your daughter only visits occasionally you won't need to declare her as being one of the residents.

However, if you rent the property you will need written confirmation from the landlord agreeing to your wife living there.
