Your mother does not appear to have had right of abode at the time of your birth , which is the fundamental requirement for Form UKM. It doesn’t matter if she now does - you need evidence that she had it when you were born .
There are two pieces of information that emphasize this:
1. She does not meet point no 3 of the Guide UKM - it says ‘CUKC by Birth IN THE UK, Channel Islands or Isle of Man’ . Your mother was born in a colony and not within UK .
2. She got a British Overseas passport after 1983 . That is a clear sign that she had no Right of Abode at that time .
