Moving to Malta

Hey,
My husband and I have been forever waiting to here about our join family visa for Ireland been waiting over two years now and are getting fed up. We are maybe thinking of moving to Malta as it's quite English based. I am British and have a uk passport living in Ireland and he is Albanian and living over there.
He has a criminal record and has been deported twice from the uk.
Any advice you can give me about getting residency in Malta for the both of us? And does it take as long as other countries?

Member states have up to 6 months to process in country applications for EU family members. You have to be living there.

Not sure about getting a visa having been deported and with criminal record though.
