Applying in UK fo Child Passport, Applicant in UK

As I read it as parent I am applying for passport for my child.My child currently abroad. Can I apply from within UK as I am here currently ?

If not if I apply online, how ca I ensure documents returned by registered mail since mail service in the country abroad is completely unreliable
