Accomodation Requirement: Spouse Visa

Hi,

Me and my husband are applying for a uk spouse visa. I currently live in a 2 bedroom upper flat with my mum. She is currently waiting a decision for her husbands spouse visa, and I would like to know if this would be classes as overcrowding if he is granted his visa ? I have got a letter from my housing officer confirming that there will be no overcrowding and he knows that my mum is still awaiting her decision ?
