If this will hep.
I got my BC ceremony invitation letter from my local council over the weekend with the ceremony date already pre-booked. The following Week I got the Home Office Approval and Ceremony invitation letter, (a single letter).
I think HO notified council of BC approval and then sent the BC Approval + Ceremony letter using 2nd class post. My council I believe after receiving the BC Certificate and other documents from HO sent their letter using 1st class post and since it is a local post, the post arrived the next day whilst HO was still in transit!
One would think with the huge BC fee, having paid quite an exorbitant amount for ILR premium/normal service fees, the HO should be able to send out these letters by next delivery signed for postal service, which cost no more than £7 by Royal-mail secured delivery.
