There's never a defined timeline really, each application is individual.
Theoretically, it's the last step, but you never know.

The citizenship office will quote the same average (19 mos) as they don't differentiate in their processing timeline statistics. I'm also hoping chad returns to answer this question (as well as what form his child was applying under) to get another data point since child application data points are so scarce. However, given his posting history I would wager the child application is no more than 15 months old. He has a post about a passport application submitted in Jan '22, so I assume he received his own citizenship in the Dec '21 ceremony and applied for his child some time after that.

It looks like my wife might make the June ceremony and next will be her child for naturalisation of a minor child.
On form 9 :

2.9 Person identity number ( This is specified on all correspondence issued by Immigration
Service Delivery since October 2011)
Our child doesn’t have one do we leave blank, put in my wife’s number or contact the department?
