Health surcharge partial refund

I would appreciate sharing some experiences.
I have applied on 9/8, premium sponsor. I have paid 3 years worth of health surcharge as the cos was issued for 3 years. However when I highlighted to the employer that I can only get one and a half year max as I have been on tier 2 for 4.5 years they changed it to one year.
I Still didn’t hear back regarding my application. However today I got partial refund of 400 from IHS.
My question is could that indicate anything regarding my application ? Does it mean they processed it and given me a one year visa ? Or could it be that they are jusr starting and refunding the extra charge paid ?
