Non EEA/EU Spouse of UK national - Schengen Visa to Spain

Hello,
Please forgive me if this question has already been asked but just need some guidance to avoid wasting time or money and my call to the Spanish Consulate hasn't really helped...

I am a non-EEA/EU spouse of a British Citizen. I have a residence permit card but it doesn't mention anything about being a family member of an EEA national etc.
My husband and I would like to travel from the UK to Spain along with our daughter (who is also British) to visit my sister and her family in Spain. She is a UK national and she has a Spanish Residence permit.

Can I apply for the no-fee spouse Schengen visa or should I apply for a visitor's visa?
Any other advice?

You can apply for the free visa issued under the EU directive 2004/38 as the spouse of an EU national.
