Non-EU Child of an EU Citizens

Hi. I'm looking for advice on behalf of a friend. She has dual nationality, Brazilian and Italian. Her daughter is 2 months and was born in the UK. Currently her daughter holds only Brazilian nationality as neither parent is British (and haven't lived in the UK for very long) and because the process of registering her as an Italian citizen will take several months to completr.

She plans to visit Brazil in January after which she will return to the UK. As an EU citizen, will she be allowed to enter the UK with her daughter despite her not holding an EU passport or her own or will she be required to apply for an EEA family permit or something similar?

I have friends - Russian/French and Italian, living in France. When their daughter was born a few years ago, Italian passport was the quickest and easiest to get.
Otherwise at any frontier crossing they treat kids same as adults.
Brasil is not a visa country for UK. So they will be allowed to board the plane.
At UK board, the mother should show her EU passport, daughter’s birth sertificate, and the proof that the mother already exercises treaty rights in UK. (If she does not work, then I guess they will need marriage certificate and proof that father works). Some proof fo residency (bank statements, etc) would not hirt either.
Then the girl should be allowed in as a non-EU member of EU citizen.
If they are worried type, they might feel more comfortable if they apply for Family Permit in Brasil.
They might also instead apply for EU Residence card for the kid now - it seems the process mostly takes less then 2 months.
