URGENT MN1 Refree

Hello All,
I am stuck in middle of application of MN1 for my 7 year child because of referee,
I spoke to my son's school they said they don't have policy to give reference or be referee although you son is in our school for the past 4 years.

I spoke to my GP with whom he is registered since birth (7 years) they said the same that they do not have any policy to give reference or be referee.

Now what shall I do. I can get a teaching assistant who might get ready to do the reference for my son.

Would it be ok to have referee being teaching assistant instead of teacher from his school.

Or what else could be done.

Please advice
