UK family visit visa information

Hi everyone
I am(British national) planning to apply a family visit visa for my mother living in Pakistan, she been granted twice and unfortunately rejected twice as well in last 4 years.
I would like to clarify one point please if bank offers a loan for her ( Approx £20,000.) Should I attached this letter as a credible note with the application? As she had almost same amount of saving In her banks for more than 12 months and got few properties and land as well.
Please advice me
