Tier 2 dependant visa delay escalation

Hi all,
I applied for my priority visa ( tier 2 general) and kids priority visa (dependant) on 31st july 19. I received my visa in 5 working days that is on 7th aug but not my kids visa. I applied from Delhi.
It has been 14 working days and still the status is awaiting decision. Is there anyone else experiencing the same? Do such delays are normal?
I am planning to escalate this. Does it speeds up the process?
My visa is valid till 2nd sept but I cannot travel without kids. What options do I have?
