Fiancee Visa - Single Person Discount - Tourist Visa

Does anyone know if I have I should have informed the council to stop my single person discount when my Fiancee stayed with me for 6 months on a tourist visa while studying English (part term course and under a year so not classed as a student ecemption). She is a full time student back in Brazil that took 6 months out to study English here.

Her main address was still in Brazil and she couldn't have worked, but am unclear if I should have stopped the discount for 6 months.

I am minded to just pay the amount as I don't want to receive a discount if not entitled to it and also I don't want to cause any problems with my fiancee visa application.

I had thought as she was a temporary visitor and studying here plus a student back home it would be ok. But now I have read into more I just want to check.

I did phone the council but they couldn't help over the phone and their response to my email could be a month or more.

I haven't supplied any council tax bills to the application.
