US tourist visa for in laws

I would be most grateful if you could kindly answer my query as below:
We are living in the UK. I am a British citizen and my wife has dependent visa. My parents in Laws are currently visiting us from Bangladesh, and they have tourist visa (for 6 months) for UK. Both of them has Bangladeshi passport.
We are planning to go to USA for two weeks holiday to see some extended family.
My question is - can my parents in law apply for US tourist visa from UK, whilst they are currently in the UK in tourist visa?

Unfortunately, the wait times for visitor visa interview appointments in London are apparently 130 days, probably too long to wait?
