FLR(HRO) or FLR(FP)

Dear all,

I am applying for FLR extension application for my mum who is on a 10 year route and has received FLR(FP) earlier on health grounds in 2022 for 2.5 years.

Do I need to use FLR(FP) or FLR(HRO) for FLR extension application? If it is FLR(HRO), which category need to be used - Leave outside the Immigration rules or Compelling and compassionate circumstances.
