UK Visitor Visa - VAF1A or VAF1C?

A thai national with permament residency , indefinite job contract and other ties (e.g. property) in the Netherlands, would like to apply for UK Visitor Visa for 5 years (out of convenience, due to frequent planned visits of UK in the future).

On some occasions person would visit UK as a genuine tourist staying (e.g. shopping in London), while on some occasions would visit UK as a business visitor (representing employer and meeting existing business customers and they're happy to provide invitation / confirm it).

Which route would you suggest - VAF1A - 'Tourist or Visit Friends' or VAF1C - 'Business Visitor'?

Or in other words - assuming that either of routes grants visa, would Immigration authorities at the point of entry might be dissatisfied with the change of purpose on specific occasion (let's say applied for VAF1C, now comes for shopping OR applied for VAF1A and now comes to visit business partner).
