Are ECO's British employees or local employees?

I was just wondering if the ECO's working for the British embassy's around the world are British employees or local employees from the country they are based? No reason for asking, just interested....

Well it only makes sense they would be British Foreign & Commonwealth Office employees, They do hire local staff for security and administrative jobs but ECO level are normaly British citizens
