Right of abode for non-British

There are certain commonwealth citizens (as stated on homeoffice website) whom are allowed for the right of abode. For instance: for people from Malacca and Penang, Malaysia. This is because they were under UK colonisation before they were given independence. I read this from different sources but this info seems to be hidden from public. Please see:
