Maintenance funds for Tier 1

I have some questions regarding Tier 1.

1) My husband is curently on work permit in the UK and I am on dependant visa. If I go back to India and change to Tier 1, can he change to Tier 1 dependant from within the UK or does he have to go to India as well.
2) I have sufficient funds for maintenance in my mini Cash ISA but not enough in my current accounts. Is mini cash ISA acceptable for this purpose? Do I have to rpovide any evidence in addition to the statement? Can anyone with experience in this please give feedback on hat happened to them?
