Does a decision have to be made before Work Permit Expires?

Does a decision have to be made before Work Permit Expires?

Good Morning all

Just wondering, must a decision must be made on my HSMP Application BEFORE my current 2 year Working Holiday Visa expires? I know in the past you could continue to work as long as it took the Home Office to reach a decision, however i have heard a rumour that this recently changed!
