need advice for switching into tier 1 psw

Hello friends i have been living in uk for the past 9 years ,in 2007 my visa got refused after i won the first appeal against the home office ,the HO appealed against the decision for which a second hearing was heard and i won the 2nd appeal and i got my visa stamped in april 2009 and it was issued until 31st may 2011 to complete my 3 years bachelors course .i applied for extension in may and i posted my documents on 27th may becuase i couldnt finish my course in may coz i had to complete my dissertation my college issued a new cas to finish my course till september .now then since i applied for the extension in may i did my biometric in june and since then i havent heard any thing but during this time my college's tier 4 licence got suspended.and now when i got my results last week i now want to switch in to tier 1 psw. please advice me of what to do next, can i apply for psw while the licecnce got suspended or should i wait until the home office takes a decision .

thanx for the reply vinny,i was wondering what happens after i send my psw application along with my degree and bank statement to the home office and once i get an acknowledgment letter i withdraw the previous tier 4 application which is under consideration,,,what do u suggest
