Meanwhile, I have just managed to check the link on UKBA under news & updates and they have given some info on the link unavailability.

'Apply online' service for applicants in the UK will be unavailable between 17:00 28 February 2012 and 10:00 on 29 February 2012 while we carry out essential maintenance.

Looks like their site is down quite frequently these days and they always come up with the message *essential Maintenance* :-(
