petition file but applying for non-immigrant visa to the US

I am married to a US citizen and she has recently filed a petition with USCIS in the US. I live in my country of birth and am supposed to attend a conference in New York. I will be traveling from Kenya and would like to know if am eligible to apply for a non-immigrant visa to the USA while my petition is still pending.I will be happy to know if its okay for me to still apply for the non-immigrant visa or does it mean i have to wait until that time when my petition will be approved.
