I am looking to send my BC application after getting a PR on 7th April 2011, just wondering does it have to be on 7th april 2012 or can i send 2 weeks before in post ??

Application needs to be received when you meet the requirements not before.

They must be received when you are eligible but is the 7th April the date you got the PR stamp or the date on which you had been in the UK for 5 years exercising treaty rights?

7th April 2011 is the date i have PR stamped in my passport

Your actual PR was when you were in the country 5 years exercising treaty rights and so you could apply now as this has presumably already passed giving how long it takes to get PR sorted.

That said, my experience of UKBA is that they dont always know the rules and for the sake of waiting a fortnight til you get to the date on the stamp and avoid someone not realising/ remembering how PR works Id wait.

I'd also use the NCS to avoid losing my passport for 4 months
