EEA FP and a confusing story!

Hi,
I am looking for some good advice so please help if you can:
I am a British Citizen living and working in Belgium, I am married to a lovely Ukrainian lady, been married for 6 years, she holds a Belgian Residence permit, we have a one year old baby, UK passport holder, and my wife's mother lives with us as we proved to the Belgians that she is dependant on us, she also holds a Belgian residence card.
I am about to be relocated back to the UK for my work. My wife has visited the UK several times on an EEA visa all with no problems. How do we move the whole family unit to the UK? Do we just need to apply for a EEA FP for my wife and her mum? I can prove that I have a valid contract and a house to move into in the UK.
Also do we need to get private medical insurance (CSI) for my wife and her Mum? I find the information on the UK immigration web site all very confusing! Any help would be very much appreciated!

This should be a pretty straight-forward case. You should be treated under Singh route. However, as the regs are written, the "concession" for UK nationals only applies to their spouses or civil partners - see reg 9 so you may have a fight on your hands to convince UKBA that your mother in law qualifies.
