Opening up a Visa Office

I am sick of how people who go to get Visa to travel abroad are often made to wait for visa's or not treated right. I remember on one instance people being turned away because they ran out of ticket numbers to give!

I want to open up a Visa Office where people can come and get their Visa's done without having a ticket number and being made to wait weeks and days for their Visa's. Like a first come, first serve basis.

Would that be allowed to be done?
