Three months period of judicial review. When does it start?

Recently I applied for ILR as I have been here more than 14 years and due to a gap of about three years when I couldn't provide bills or letters they decided to grant me DLR instead .

The letter reached me three weeks after they made a decision. My questions is when does the three months period start? The day they made the decision or the day I signed for and received my letter?

Today it's three months since they made the decision, so i am looking if there still time to dispute the decision
