Student visa for 19 year old Mirpur

My husband's sister would like to come to the UK for studying purposes (student visa). She is currently in Pakistan/Mirpur and is about 19 years old and I am not sure how to go about applying?

I have no knowledge in this field. Please could someone shed some light on how we can apply? What are the steps involved?
