Visa and IHS fee Payment through 2 transactions?

Hi, I've got a query and was wondering if somebody can advise.
I need to pay my Visa fee and IHS surcharge but I'm short of money.

Is it possible to pay through 2 transactions (half debit card and half credit card)?

I'd highly appreciate if anyone can advise.
