T2 Visa Apply - Only 9 Months Given??

Hi Experts, my company helps me to apply Tier 2 Visa since March 2020 from T4 dependent to T2 general. We have done labour test and applied RCoS in May, waited for priority service but decided to submit application in mid-July. I have got approval today but the expiry date was end of June 2021 - ONLY 9 months...All visas in my company are done by an agency and when I questioned them about the expiry date, they said "we received approval for 1 year only when submitting the RCoS"

Could anyone let me know does it mean UKVI only granted 1 year for my RCoS when we applied back in May? What could possibly be the reason and is there anyway I can let them review my case?

If I have to it this all over again next year, understand I will be in Unrestricted CoS, with the new point based policy implied, I probably don't need to do the labour test as well (pls correct me if I am wrong). Does this makes things easier for me?
