B2 visa interview in embassy in London

I have some misunderstanding of the application process. My B2 non-immigrant visa application was rejected in Nov 2011. I read on the letter they gave me in the end that I can reapply if I feel that I have further evidence to be eligible for the B2 visa. I wanted to spend less than 2 weeks with my boyfriend in VA. Anyhow, I don't think I was confident during that interview and I expected to be asked more (e.g. about my family).
Today I got a refusal again, I applied for B2 for less than 2 weeks time. The interviewer lady asked 2 question: how long I have been in the UK and what my work is. I replied to these. She then said without asking anything else that I am not qualified for a tourist visa.
I am hungarian citizen (EU, VWP eligible), I am a doctor with a permanent job in the UK, I earn good salary, I own a flat and a garage in Hungary, and my family lives in Hungary.
How could I not be eligible for a B2 visa as an EU citizen and how can a decision be made after a one sided max 4 min interview without obtaining further evidence as follow up of the first refusal?
She also said that I don't have sufficient international travel because my passport was empty, it's new because the previous one was expiring, however, I was travelling for the last 17 years around Europe and to Asia.
I'm not lying, I'm not seeking anything illegal, though, I feel I have not done enough in my life to be able to see Washington and NYC.
Any idea?
Is an attorney the right person to ask for help and prepare an appeal? can anybody suggest one, please?

You are an hungarian citizen and hungary is one of the visa waiver countries. Why did you apply for a US B2 visa in the first place since you are from a visa waiver country?
Have you been refused a US visa in the past before hungary joined the visa waiver program?
OR were you using the old blue hungarian passport when you applied?
Please reply to the questions above and I will give you a definite answer to your questions.
I am a Nigerian and a family member of an EEA national ( My wife is hungarian ) and I applied for the US B1/B2 visa in sept. 2009 here in U.K and i was issued.
I expect your reply.
