us visa in london

Hi,
one of my freind has applied for my H1B visa from london in the month of feb2004 , the visa officer has refused his visa under section 221g and said that his case was under adminstrative processing, after 15 long months he was so frustrated that he did not get any reply from the embassy, and he has withdrawn his case from london us embassy,
right now he is in india and he his applying again from Indian embassy with a newemplyer , he has lost his passport as well, he is applying with a new passport with his old passport number in it.
His questions are :
will the US embassy in london share the information with the US embassy in India as he has applied from london.
or can he always tell the us embassy in india that he never applied for H1B from london , and this is a first time application made my him.

I have also applied through London Embassy and they have refused me under 221g also. How did he withdraw his case? I'll probably do the same if it takes such a long while. The embassy hasn't made any contact with employer yet. Its been now a month.
