It doesn't make sense that you have been told it has been refused but at the same time have been told that the documents are being checked.

Not much you can do until you get the refusal notice, but it does sound strange.

Did you use an agency in Russia? It's not usually a good idea to use agencies who are not OISC registered, so I would discourage people from using overseas agencies, and there is no redress if something goes wrong.

He probably meant a Visa Application centre, which is the only way to submit documents to the British embassy in Russia.
