my friend received a phone call from embassy but voice was not coming (may be network problem) he kept saying hello hello, but call disconnected in 10 seconds. next day he again received only one ring on his mobile and then no more call. they refused visa saying that they were unable to contact the applicant. they also refused in administrator review.
1- does he has appeal right.
2- if appeal wins, will the same college be able to give him cas letter if it is not highly trusted and appeal results after april 2012.

please help

Can he print out the full reasons for the refusal?

Did he provide insufficient information?

An Administrative Review should be possible, if applied for Tier 4 entry clearance.

ECM Comment: We attempted to contact you on the 20th and 21st June 2011 on the telephone number +923214303191 as listed on your application form in order to verify how your education provider had assessed your English language ability. After 2 attempts at different times on these days we were unable to contact you. Your application was refused as we were unable to verify the details on the CAS regarding your English assessment. I have reviewed the procedures followed and am satisfied that reasonable attempts were made to contact you. As such, I uphold the Entry Clearance Officer’s decision.

Are 2 attempts reasonable?

Can he also check his phone records for any missed or unanswered calls from them on those dates?

I think there is no need to check the phone for missed calles because ECO has declared it himself that he did 2 attempts. ( as stated in refusal letter ).

so please guide that will it worth doing judicial rewiew. and how?

judicial reviews are an expensive and lengthy process. If you intend to apply for judicial review you should seek advice from an immigration solicitor on the merits and process.

You may be better off making a new application. The application was not really refused because of the phone calls but because the Cas apparently did not state how English language ability was assessed.
