F1 visa

I would like to know few things.

1. could an indian national (currently residing in uk) apply for F1 visa from uk? or does he need to apply from india.

2. could a student work in usa while pursuing his study (like in uk)? does he need work permit to do part time job like 20hrs a week.

3. Is spouse of a student allowed to work? does she require work permit?

4. could child of a student (below 18yrs) study free at a public school?

Please help.
