I ve Irish Stamp4 on behalf of my Irish wife. I got UK 6 months Non EEA Fam visa from Ireland , If i apply now in England for 5 years permanent Visa so how long it ll take, that they ll give me visa or answer ?

Usually around 6 months not sure. But the condition for that is EU spouse must be exercising treaty rights in UK for you to get 5 years EA fam permit.

Visa? No. Your current entrance clearance is a EEA family permit. In the UK you would apply for a Residence Card. To be successful your EEA national spouse will need to exercise treaty rights in the UK.

Can Apply Ni Number on this Entry permit or can open account, or can i do job or no

To work you will eventually need a NI number. And yes, both is possible. To open a bank account you will have to talk to the banks but that should be possible too.
