VISIT VISA FOR UK FROM SPAIN

hi,

My Brother lives in Spain, he is Pakistani National but got Permanent Residence in Spain.

i would like him to Visit UK? what visa does he needs to apply to visit us here in UK

Please give some advice?

If he is
a) travelling with or to join his EEA family member in the UK; AND
b) has a PR Card issued under EU law and states "Family Member of a Union Citizen"/"Familiar Ciudadano de la Union" on it
then he can travel to the UK without a visa.
