Visitor Visa Rejection

My Russian fiancée has had 3 visitor visa's over the last 4 years. She has spent 3 months in total per year in the UK

She left the UK on 22 October because her visa ran out and we applied again to get her back to UK for Xmas (as the year before for 2 weeks).

It was rejected because the ECO claimed she might not leave the UK when the visa ran out, despite saying she ONLY left because the visa ran out!! Historically she always left and no history of problems.
Secondly, the ECO claimed that she might work in the UK despite no evidence of it in the past and no evidence for it now.

We were told to reapply and we did...with the exact SAME reason for rejection.

We answered the questions again and applied again and got the same reason again.

We cannot stop the ECO using these 2 simple false reasons without any proof and ignoring all previous visits.;

Of course there is no appeal despite it contravening basic UK law which it is supposed to represent ad come under.

Any ideas???

there are two ways to challenge the repeated refusals:

a) appeal on human rights grounds
b) judicial review
