Volunteer NI contribution

Hi there,
I am about to apply for British citizenship but I have a question regarding my NI record before I go further with my application. My NI record has few years with not full NI contributions due to working part-time and not earning enough. What concerns me is that under tax year 2010-2011 says that due to not being a full year of NI contribution I can make up the shortfall by making volunteer contribution of 168 pounds by April 2023. When I called to clarify this I have been told that I can pay this only if I want tax year 2010-2011 to be counted towards my pension years. They said it is not compulsory. My concern is, if I dont pay this amount would that affect my citizenship application? Is it possible to be refused naturalisation?
