Waiting for EEA4- EEA2 valid- Can I travel?

Hi There,
I need some advice, please let me explain my situation.

29th Nov 2013,Applied for EEA4...

1st Feb 2014. HO responseS was to extention of EEA2 as I didnt tick a box of self sufficient between 2010-2012 when my wife was not working. New stamp on my passport, expiry until Feb 2019.

1stFeb 2014. Send a fresh EEA4 application ,ticking the box of self sufficient of my wife.

1st April 2014. Receive the refusal letter- not enough evidence of self sufficient between 2011-2012.

April 2014. Send reconsideration letter along with further evidence.Finger crossed that is enough.

Today- waiting for HO response. I havent sent my passport.

My questions are,

- while I am waiting for the HO response of my reconsideration letter, do I am allow to travel with my new EEA2 document despite that I have got the refusal letter of the EEA4 asking me to arrange my stuff to leave UK,etc etc?

- If the reconsideration letter is refused ,would I be allowed to travel with my new EEA2 document and come back to the UK?
