As she is not a visa national, wouldn't it be a good idea to get her to at least come on a short holiday here before committing to spending years and years with you here?

She would not need to give up her job to make that visit .... even just a couple of weeks will give her some idea whether she wants to live with you and live in the UK.

Also, you say that you came to the UK on a WP in 2003, so sometime in 2006 you will be applying for ILR? How imminent is that?

If the marriage is going to happen anyway, does she now accept that the two of you will live together in the UK? If not then it would be wrong to apply for a visa for her and IMHO think long and hard about whether marriage is the right thing to do.

So the plan is that you fly back to your country, the two of you get married there, and then she applies for a dependent visa? If so, especially because of your history, I think you should submit lots of "evidence of contact" between the two of you. Effectively prove to the ECO that this is not a "marriage of convenience".
