WCATT application query

Hi everyone,

I am on doubt of that can a Long Term Resedency visa holder apply for Without Condition As to Time (WCATT).
As I see in the official website if you are on stamp 4 & LTR holder, they don't accept your WCATT application.

now you have to choose whether you want to get Long term residency OR WCATT. you cannot get both.
